Azer Akbarov

Azer Akbarov is a senior executive with more than 20 years of experience in banking and fintech-driven business development across Azerbaijan and international markets. At HBDC, he contributes to the firm’s strategic direction, ecosystem engagement, and partnership development, supporting HBDC’s mission to foster long-term value creation for businesses, investors and the communities.

Prior to joining HBDC, Azer served as an Executive Director of the Azerbaijan Fintech Association, leading strategic initiatives, industry advocacy, and ecosystem growth, held senior leadership roles at Kapital Bank, IBA-Moscow, where he led the development of digital payments business and private banking. He also brings extensive experience from the fintech sector, including business development leadership at country’s leading payment company.

His expertise covers product strategy, market and regulatory analysis, investor and partner relations, and the design and implementation of innovative financial solutions. Azer holds a Specialist Degree in Economics and Management from Moscow State Technical University and has completed multiple professional programs in product management, payments, and financial services.
